What's SeaPort-NxG?

SeaPort-NXG is the Navy’s electronic platform for acquiring support services in 23 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, Military Sealift Command, and the United States Marine Corps compete their service requirements amongst 2400+ SeaPort-NXG IDIQ multiple award contract holders. The SeaPort-NXG portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-NXG platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-NXG approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

3.5 - System Design Documentation and Technical Data Support

Ekasys has written policies and procedures in place to support the documentation of our Corporate Document Management System (CDMS). Recently these documents were updated and validated as part of our Navy Inspector General Audit. These policies have been applied to all procedures for the Enterprise Application (EA) Team in accordance Records Management requirements, and documentation requirements for the Naval Sea Systems command. All EA projects start with an initial design document of the requested system/capability to ensure that all requirements are met, an implementation plan is created, and a project schedule in generated. Ekasys creates documentation following the Software Development lifecycle, which includes evaluation of present system, information gathering, feasibility study, documentation, and approval requests. Ekasys is responsible for documenting the process including procuring equipment, work performance, equipment integration work instructions, all testing, commissioning and final documentation. Documentation is developed in accordance with NAVY and DOD requirements.

Ekasys developed system design documentation in support of the engineering effort required for setting up, installing and configuring OpenText Content Server 10.5 and Oracle Database 12c for 00I’s Corporate Document Management System (CDMS). Technical documentation included system design document, system configuration specification, ports and protocols, installation instructions, test plan, data replication approach between primary and backup site, and system design from contingency planning perspective.

3.6 - Software Engineering, Development, Programming, and Network Support

Ekasys provides Software Engineering, Development, Programming and Network support services for NAVSEA 00I Corporate Document Management System (CDMS). CDMS is implemented based on the COTS solution from OpenText Corporation. We provide complete solution development life cycle support to include planning, requirement gathering and analysis, design, coding/software development, testing, integration and production deployment and release management using the industry based practices software development. Our Agile development process provides faster solution delivery, continuous involvement of the customer and risk mitigation at early stages of the development. Ekasys followed the software development lifecycle in support of developing contract lifecycle management, user account management processes and user request management process in CDMS. Ekasys provides the network support for CDMS as well.

Ekasys provides support to Naval Sea Systems Command (NAVSEA). In that role, Ekasys provides the Enterprise Applications (00I) Program Office with IT and computer resource support to ensure that 00I information systems and related resources provide information in both a timely and reliable manner, while minimizing cost of collection. In this role Ekasys is responsible for: movement, maintenance and monitoring of the Corporate Document Management System (CDMS); gathering customer requirements to develop and administering custom applications within CDMS; developing custom scripts to facilitate data migrations into CDMS based on customer requirements. Ekasys performs cost comparisons on enterprise level hardware and software products; collaborate on the development of the Portal Page in CDMS and associated policies and procedures, and support the design of reports to provide management with critical performance criteria on IDE programs. Ekasys creates documentation following the Software Development lifecycle, which includes evaluation of present system, information gathering, feasibility study, documentation, and approval requests. Documentation is developed in accordance with NAVY and DOD requirements. Ekasys developed and implemented up-to-date task tracking and Contract Lifecycle Management data systems.

3.10 - Configuration Management (CM) Support

The Ekasys Team will follow a standardized systems engineering life cycle (SELC). We baseline the results and artifacts from each phase and conduct a review to validate the work done to that point. We use this to keep stakeholders informed at all times and to provide early and frequent verification that all aspects of development, update, and/or modernization are on track. In this way we apply engineering rigor to our updates, patches, or more major technology refresh efforts, to make certain everything works right the first time, every time. Once we baseline the artifacts, we place them under strict configuration control.

Systems Engineering Life Cycle (SELC)

The Ekasys Team will follow a strict configuration management (CM) process using Microsoft SharePoint as our CM system to make certain the customer knows exactly what is being changed or updated at all times. Our strict CM process help us to carefully control precisely what changes are going to be made to the operational environment and thoroughly test them, so that when we deploy the upgrade, patch, or update, we know they will work the first time, every time.

Through careful CM control we are able to properly plan for all updates to the operational systems including appropriate rollback and recovery procedures in the event that anything goes other than planned during the deployment of the change. Ekasys has achieved exemplary performance for the support of the NAVSEA CIO office due to the broad experience of our technical personnel, program managers and senior executives who all have configuration management experience in different disciplines. We apply this knowledge, experience, and understanding of the environment to deliver solutions that work right the first time, every time.

Ekasys has provided Configuration Management services for NAVSEA 00I Corporate Document Management System (CDMS). Ekasyshas instituted an Engineering Review Board (ERB) to track each configuration item (CI) throughout its life cycle. Primary services consist of configuration identification, change control, configuration status accounting, and configuration audit. For Configuration Identification: Ekasys identified the baseline functional requirements for the Corporate Document Management System (CDMS). Within the area of Configuration Control: we are tracking and documenting the status of all changes related to the functional, allocated, and product baselines; including those brought about by changes in mission requirements, advances in technology, or the impacts of cost and scheduling. In the area of Configuration Audit Ekasys provides for resolution coordination of Functional Configuration Audit (FCA) and Physical Configuration Audit (PCA) discrepancies, and verify FCA/PCA issues are incorporated into CI documentation.kasys

3.12 - Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support

Ekasys provides system analysis, system administration, and system operation and maintenance of Corporate Document Management System (CDMS). Ekasys provides systems analysis support for all of the servers, web-servers, peripheral equipment, and the computer operating systems that comprise the CDMS environment. Quality Assurance is maintained by routine patching and maintenance. Ekasys has proven their dedication to the user experience by implementing a three-tier help desk support structure. System administration tasks include managing user accounts, managing system privileges, ORACLE databases, and electronic records management. We provide system level security for all CDMS Servers computers attached to the network, and addresses security issues such as virus awareness and detection, virus eradication, intrusion detection, and disaster recovery, and in identifying preventative measures for these events. System data is monitored and performance is measured against metric guidelines. Ekasys provides system operation tasks that include system and equipment startup, system inspections, preventive maintenance, equipment shutdown, and interfacing with the user community.

3.18 - Training Support

Ekasys has provided Training Support services for the NAVSEA 00I Corporate Document Management System (CDMS). Ekasys assessed the organizational needs, different roles CDSM users play, the experience level of the CDMS user base and emerging needs to be supported by CDMS. Based on this analysis Ekasys developed a roadmap and blue print for various trainings to be provided to 4000+ CDMS users. We developed training curriculum, training presentation, different learning scenarios for hands on training and training manuals. Some of the training curriculums are CDMS Essentials training for end users, CDMS Advanced trainings for Power Users, CDMS OLSA training for CDMS site administrators and CDMS Records Management training for RLOs and Records Managers. We are in the process of developing Computer Based Training (CBTs) to supplement the classroom hands on training.

3.18.1 Technical Training Support

Ekasys has provided Naval Sea System Command (NAVSEA) with technical and engineering support related to the T&E of the Corporate Document Management System (CDMS) including documentation development and maintenance, in-service engineering, and QA support on CDMS as well as any developed applications before deployment to the fleet. We comprehend both the Navy requirements for development and delivery of curricula and the evolving training methodologies brought by technology and tight budgets. We provide program support services to the Enterprise Application Office (00I). We provide information assurance, information technology, and documentation support related to DoD Information Technology Security Certification and Accreditation Process. Our engineering support is a key element in achieving documentation storage and collaboration across multiple NAVSEA commands. Ekasys facilitated the curriculum development for CDMS. Part of this process was the development of the process flows for all class material, this include the Document Control Process, Workflow Processes and the Records Management (RM) Process. Ekasys has supported the development of RM strategies, practices and processes to effectively develop programs and comply with Records Management policy mandated in the DOD manuals and standards. Ekasys has provided services to research and analyze available RM documentation and recommend updates to current training manuals; conduct training courses and provide course feedback, recommendations and improvements.

3.18.2 Professional Development and Training Support

3.20 - Program Support

Ekasys is providing Program Support and Project Management services for the NAVSEA 00I Enterprise Applications (EA) portfolio in support of Corporate Data Warehouse (CDW), Corporate Document Management (CDMS) and Naval Messaging application. Ekasys is managing complete project lifecycle (Plan, Execute, Monitor and Control, and Close) for projects to cover data migration, content migration, infrastructure and application upgrade and administration, training and documentation and solution development. We communicate and collaborate with various stakeholders of the program to include government leadership for this program, DISA and product vendors such as OpenText, Oracle etc.

Our teaming partner, TWD, provides Program Support services for the NAVSEA CIO office for the entire contract. TWD is managing complete project lifecycle (Plan, Execute, Monitor and Control, and Close) for various projects across different task orders of the contract. TWD is responsible for identifying, distributing, and balancing the workload across tasks. TWD develops and delivers quality management programs, controls, and audits and executes these plans, controls, and reviews using the Program Management Body of Knowledge (PMBOK), Capability Maturity Model Integration (CMMI), and Six Sigma standards. Different programs across various task orders includes data migration, content migration, infrastructure and application upgrade, server administration, training and documentation and solution development, Multimedia support, Service Desk Support, Information Assurance, Strategic Planning and Enterprise IT Policy Support, Capital Planning and Investment Control (CPIC) Support. We communicate and collaborate with various stakeholders of the program to include government leadership for this program, DISA, DON CIO, field activities, warfare centers and product vendors such as OpenText, Microsoft, Cisco, Oracle etc.

3.22 Public Affairs and Multimedia Support

Our teaming partner, TWD, personnel assist the NAVSEA CIO in managing, operating, and maintaining multi-media and Video Teleconference (VTC) facilities throughout the NAVSEA Headquarters on the Washington Navy Yard. TWD staff provides both CIO staff and NAVSEA users with technical advice on maximizing the effectiveness of their conferences and meetings. Upon request, TWD staff provides assistance with presentation materials and briefings or optimizing the room configuration to enhance support of their activity. Our personnel possess many years of experience in supporting the full range of videoconferencing support requirements from a wide range of end users. We currently are providing the full range of services and support required, including evaluation of present system configuration and locations, providing recommendations for VTC system configuration and application, related network infrastructure and interface requirements, audio/visual distribution, and multimedia-enabled conference room and meeting support. TWD personnel configure and maintain the ISDN network at the NAVSEA HQ to support the videoconferencing systems. 

TWD is also supports the engineering, installation, integration and end user training for several new dedicated multi-media facilities at the NAVSEA HQ. Our conference room support includes coordinating and identifying the user requirements needed for the event, scheduling the appropriate conference room and equipment, configuring and testing the equipment prior to the scheduled start of the meeting/event and preparing the room and equipment for subsequent events at the conclusion. We ensure that essential and critical hardware components are redundant/replaceable, and that software configurations remain functionally current within standards established by the DOD, the DISA DVS-G and the Navy. TWD maintains our Engineering Technology Center as a technical resource to support the audio visual and videoconferencing requirements of the NAVSEA HQ. Our capabilities include completely integrated room design, engineering, installation and integration to include AMX touch panel controls, COMSEC equipment installation and total system maintenance.
